Not anymore.
Even when we could, we still couldn't re-purpose part of a car body into a trailer.
These used to be popular trailers:
Built from Renault R4 vans :
Then came the rule that this kind of conversion was no longer allowed ...
Now, new homebuilt trailer are no longer acceptable.
