I think the original question wasn't about the Bernoulli effect or the Venturi effect, but why an inverted wing is more effective near the ground - and I think the answer to that question is that the further away from the ground the wing is, the more the effect of the wing ends come into play. When close to the ground, the vortices from the wingtips encounter the ground and provide a barrier to air migration out of the under wing area.
