I think the original question wasn't about the Bernoulli effect or the Venturi effect, but why an inverted wing is more effective near the ground - and I think the answer to that question is that the further away from the ground the wing is, the more the effect of the wing ends come into play. When close to the ground, the vortices from the wingtips encounter the ground and provide a barrier to air migration out of the under wing area.

I had not ventured outside of 2D thinking on this topic until now.

Yes, this would seem to be an additional factor.

but the current emphasis is perhaps a consequence of the new technical regulations introduced for the 2009 season, which permitted the front-wing to be much closer to the ground.

Vortexes form behind the wing.

They are, of course, the effect of what's happening with the air around the wing.

I had an idea once where the rear axle of a car/truck would be foil shaped, and designed to produce down-force.

This assuming a smooth under belly for the vehicle of course.

I'm now thinking this idea could have wings, or at least inverted wings.
Morelli used the front and rear axle areas of the CNR 'banana' car to create downforce which would cancel the lift generated by the roof to achieve zero-lift.Exquisite!
