Sunspot number is a proxy for solar output, it is not 100% accurate as an indicator of solar output, and factors deep inside the sun can cause high solar output while maintaining low sunspot count.

Direct TSI measurements and sunspot count up until the SOURCE satellite failed were showing this fact. see my previous post.
