No it can't.
Germany is a worked example. They are building
10 new coal plants to replace their nukes because renewables don't cut it and can never do so. They have replaced the safest energy source in the world (nuclear) with the most dangerous (coal) and increased GHGs (if thats your bag too).
If you think they can then answer this question - how do you power the factories and plants required to make the windmills and solar panels, or are you just going to get the Chinese to make them for you - using coal of course.
