If you have an extra large tube that induces turbulence at low rpm because it's simply too big and flow stagnates somewhere upstream, adding a baffle downstream won't clean things up.
I realize you're more interested in sound, but messy exhaust flow will hurt power production... whether it will hurt economy, I don't know... but I believe it will.
You could just put it up on E-Bay and look for a stock exhaust to replace it? What's the diameter of the tube and where does it hook up to the stock exhaust?
