Sorry, MOI = Moment of inertia. The mass of a crank pulley is "tight" to the axis, reducing the leverage.

Dampened does equal a harmonic balancer of sorts (more of a dampening of harmonics in practice).

On a d16, don't do it. These are dampened, and may lead to damage. the reason they are dampened is the r/s ratio is worse do to the longer stroke. (*edit* r/s = rod to stroke ratio, with 1.75:1 being ideal. any lower/higher becomes more unstable).
