You shouldn't have to pull the dash off to do it. It will help if you have a friend assist. If one of you pushes the wire/hanger into one of the grommets and one of you grabs a flashlights and pokes their head under the steering wheel/footwell to look for the wire coming through, then pull it through as much as you need, it should be pretty easy without tearing anything apart.
