Let's take the man at his word and not assume anything other than what he actually expressed in his words.
That is a commonly voiced public opinion that every authoritarian and virtually every politician would engender and endorse.
The result? More power for us over you, less power for you over us.
To make it even all the more galling, those in power will say "we're doing this to help and protect you from the bad guys"...
