My roommates would turn every single light on too. I replaced the light bulbs in their rooms and common areas with CFLs. Then I installed a sensor switch in the hallway that turns on automatically only when it's dark and someone is walking by. It then turns off. The outside lights were being left on, so I put them on a timer switch that adjusts on/off time based on sunrise/sunset times. The bathroom fan is on a timer switch. Finally, the thermostat is on a program, and is locked out from adjustment.
