If its really cheap to have the right line voltage brought into your house (cheaper than a proper charger) you can eliminate a lot of components and dumb charge with an Ahr counter/cutoff and voltage cutoff.

A few folks do that using cap chargers, by the math they are only about 5% less efficient than a real charger.
