It is similar to the terminology used when talking about the writing part of a pencil... many people still call it "lead" (e.g. the lead of the pencil) while it certainly no longer contains (or possibly even never has contained) lead. Yet most people understand what it means, even if it is technically incorrect.
Same with "alloy wheels" ... while steel certainly is an alloy, the common understanding of that term is that it encompasses aluminum alloy wheels but not steel wheels, even though that's technically incorrect.
There are many common understandings like that which are not technically correct; how many of us say that the "sun rises"?? It's fine as long as the meaning is commonly understood. Can either be pedantic and correct every person or just go with it...
