We get off easy here in Illinois, and can remove both mirrors legally. I was pulled over once in my old car (the officer mistook my car for the other red Civic he had been pursuing); no mention of my missing mirrors. I also drove that car on a road trip through some states where removing one or both mirrors is not legal, too, with no issues.
