According to the same article, Amtrak trains only average about 52 MMPG. I think I know part of the reason why Amtrak is such a money pit. That is, for instance, over 20 times the energy consumption per passenger of the Comboios de Portugal, which is admittedly a much more modern and heavily used line (although Amtrak's Northeast Corridor is a lot less antiquate than some of its other gear).

Looking at the numbers, the ridership on that Portuguese network must be pretty high.
