I would suspect your fan controller is using pulse width modulation i.e. All the way on and all the way off. Otherwise it would be very inefficient electrically and hard on the electric motor. Your volt meter probably can't react quickly enough to the pulses so its showing a rough average.

However the volt meter can still be used to show a change in power delivered to the fan motor


it is a solidstate invertor of some sort, I did happen to look inside. If I get too curious I might poke around with a scope. It does have about 5 square inches by 1/4 inch high heatsink.and about 100 components. lol

I guess the folks at Denso did find an efficient way to modulate the fan speed.

The trip home has finally given my the last little bit of data.

Approximately 101 and if it lingers at the temperature long enough it will finally go to 13.00 volts which is about 0.3 less than monitored battery voltage. and it will stay at that voltage intil it drops down to 99 degree C

I now know where toyota wants the temperature to be regulated at.

Now I must get back to some ideas for the grille block / air scoop.
