The vanes on diffusers are used to straighten airflow amd are generally longitudinal. Vortex generators—what I would call this example—are canted to ... generate vortexes. Which [apparently] can be helpful for reattaching airflow to a surface if they are mounted upstream from the point of separation.
Have you tried placing them on the top of the glass? That's where they would need to be on my car because separation starts about the midddle of the backlight.
