I have laughed at the same thing. Lived in Northern VA for 8 years and this was a regular happening anytime we went somewhere. People really don't understand that we almost always catch up at the next light.
New Mexico also sets their speed limits very low. Santa Fe seems to think people who live south of Santa Fe/Albuquerque are all drunk or otherwise incapacitated. We had a 70 mile stretch of four-lane divided highway set for 55 mph until a person from Santa Fe actually had to drive on the road.
