Basic rally principles:
Instructions state "Commence Average Speed (CAS) 35 mph". So ideally, you drive at 35 mph avg until instructions say CAS some other speed.
Rally organizers know the precise distances between the CAS points and the spots where they put the checkpoints. Math tells them how long it takes (ideally) to cover that distance at the stated average speed. That time is the scoring standard.
You get one point for each 0.01 minute you are early/late at the checkpoint. Old school system was a point per each second. It's like golf, low score wins.
Just to keep it interesting, they don't tell you where the checkpoints will be. They just tell you where to set your average speed.
Beginning portions of the route instructions contain no speed requirement. Those sections are for calibrating your odometer.
