The only way to make a wheel blow in would be to make its spoke into axial blades, which for our purposes would be burning a lot of power to move air that might not need to be moved. For that matter the centrifugal blower setups wouldn't help us either. If you're in the 24 Hours of LeMons, that might be another matter but for somebody trying to eke every inch out of every drop, not so much.
