Euro spec CBR 125 (if there is one) can do 80+ mph if asked persuasively, I don't see that as dangerously slow ...
A CBR 125 is a good bike if you're not too tall and don't ride too far.
It is one thing to have a bike that "can do" appropriate speed and to actually hit that speed all the time.
I would go for a 250 but mainly because they're so cheap here in France since you need the bike driving license when you don't for 125
