I disagree. I can/have done it. There are 4 operating modes, not counting dfco, egr, or enrichment.
The window is very limited though, and you need to be drafting/ going downhill/ or have heavy aero mods.
You can also swap to a euro ecu, where the window is larger at higher rpm.
On a 94-95 US ecu I couldn't do unless it was drafting and downhill (smaller window), in that case you'd be better of EOC anyway.
