this is an electric supercharger, discussion of the electrical details... it is set up for short bursts only, ie on acceleration. The evidence and testing is not as rigorous as some do here but its fairly convincing

Could this produce 3-4 psi in a small displacement engine as advertised ?

Possibly.

However.

It would seem to me that when it is not running it would be a restriction in the intake therefore increasing pumping losses.
