I see limited use for such systems. Speed is affected mainly by construction and weather conditions. I don't quite see how reducing speeds will improve flow. The collective consensus of the bulk of drivers effectively sets the pace and hence the 85% rule takes over. Posting electronic signs and GPS warnings of looming conditions seem to be more efficient in my experience.
