I'll take a stab at this one. Welly probably refers to rubber boot / gum boot / waders, you know the ones. Black knee high rubber boots for splashing in mud and puddles.
Giving it more welly is pushing the accelerator more. Pushing you foot further on the accelerator or pushing your welly further. Thereby giving it more welly.
Just a guess.
