Car puts out 'Crazy low' C02... Mod responsible?

I have had my first car, a 1995 Oldsmobile Cutlass Supreme for 6 years now. How exciting... haha. It's actually been a solid, good car, believe it or not- but surely nothing special. There is however one notable thing about it- Every time I've ever gotten emissions done, the emissions are both extremely 'clean' and low in c02- one tester told me that It tested right about where a hybrid does, and most times they make some sort of remark about it.

The previous owner took great care of the car, and I would not be at all surprised if he had eco-modded it in some way. Are there mods to reduce C02?

Also, are there beginner mods that I can have done to create some MPG gains? I already drive quite eco friendly- maintaining momentum, low revs, minimal braking, etc- but I would like to know if there are some low investment things to be done for economy. I have already removed a bit of weight- maybe 75 pounds- I keep tires properly inflated, windows closed whenever possible, no A/C (don't have it, haha) so which things could come next?
