Exactly. AFAIK, no emissions test measures CO2, because (as others have already pointed out) the amount of CO2 emitted is directly proportional to fuel burned. Things that are measured, typically unburned/partially burned hydrocarbons (HC), oxides of nitrogen (NOx) and carbon monoxide (CO), are generally measured in parts per million, while CO2 is probably on the order of 20% (assuming complete combustion of the oxygen in the intake air).
