Texas has emissions in counties above X population (I forget what X is). In reality, although trucks are popular, the inspection here is a pain. Some shops are so strict as to drive you nuts. Others just kind of...do it. It also depends what shops will take a quick look and say "man, you won't pass because of (this or that). I won't put it in the computer..." Allowing you to seek a more friendly station. It's a stupid game.
I grew up in NorCal and in the Bay Area, we get smog buildup not entirely dissimilar to LA these days. It never got as famous because SF Bay didn't get as urbanized until after smog controls were enacted. I, however, rejected smog stuff and bought a pre-smog car. All I had to do was write a check to the DMV every year
