In 2010 Venezuela, one paid US$0.06/gal.
When I was working at a gas station in college, the owner claimed he couldn't pump water for less that what he charged for gas (~30¢/gal). I checked my receipts for the last two tanks. $5.29 and $4.99 per gallon, in Coburg and Lincoln, OR, respectively. 30¢ and about 90 miles difference. The noise in the [price] signal is greater than what I paid back then.
