Yep!

It's a little hard to tell in the picture, but it is installed exactly as you say. The lower fascia curves underneath the truck and you can see the steel frame is mounted to the top side of that lower fascia. Right at the trailing edge of it, it drops down just enough to really wedge the coroplast into it. It never drooped down for as long as I owned the truck. Actually, the whole belly pan was in great shape for the three years it was installed before I sold the truck.
