my wheel skirt fail. basic design issues? testing? other ideas?

i was planning to make a set of wheel skirts, they seem like they work for most everyone else. attachment i had in mind would be hard to do an a-b-a on, so i figured i would just slap on a cardboard set to test. i made 9 east and west runs, 3 sets w/o skirts, 3 w/skirts, and 3 more w/o. i know my mileage seems to magically keep creeping up from previous testing.

measured w/ scangauge2
runs 1-3 avg 42.78 w/o skirts
runs 4-6 avg 42.92 with skirts
runs 7-9 avg 43.77 w/o skirts
so it looks like the skirts lost me 0.8% (the west run on #9 was an outlier on the high side but after trying to control for that the skirts still lost me 0.2%)

the skirts are about as long / low as i thought i could run with a flat panel. they get within about 1/2 inch of the tire at the bottom edge. while i didnt think that these would do as well as a longer skirt, i was virtually certain they should have had a positive affect. ...my best idea so far is just to retest, other thoughts?
