When's the last time you did the cap/rotor/plugs/air filter, my car responded very positively to iridium plugs though most still recommend copper. I'm also running defenders and compared to the Douglas tires I use to have they are magically quiter, ride better, and roll better
Your gauge just may need to be recalibrated since the new tires are now taller.
I was going to compare my gas mileage to yours however I'm sure you are at a much higher elevation. I think the seventh gen civic was also a bit more portly from the side impact air bags and sound deadening and suspension bits. Does your car have a rear sway bar?
