When a ICE car is purchased it will probably be on the road for 20 years or more. All the time it gets more worn out and more polluting.
Whereas electric vehicles may start out with comparable pollution levels depending on how clean the electricity grid is but if the government also starts cleaning up its power generation then all those electric cars become less polluting.
I imagine it is easier to build wind turbines than it is to convince hundreds of millions of people to spend money to make their ICE vehicles less polluting.
