Look at racing teams: any group of clowns with money to burn can design and build an F1 car that isn't laughably slow, but none of them feel any shame over subletting the engine.
It's been clear from the get-go that Elio's subtask "become an engine manufacturer" is a bigger hurdle than everything else in the "build a car company from scratch" task combined, and as things drag on it's looking more and more like the real plan has been "live high on other people's money."
