Here in over regulated New York an Elio tricycle is a Class A motorcycle/scooter and yes, helmets are required as is a separate motorcycle license. If the things were ever to meet FMVSS for passive restraints and rollover protection then a helmet should not be needed. As for ranting about safety standards for cars, I agree with the SAE. I want to live long pass the age of driving. Those who are driving impaired or distracted put us at risk. Save the extra speed for the race course.
