The cycle motor if "detuned" would likely survive OK but it would always burn more gas.

Those 4-pot high-revving engines from a sports motorcycle wouldn't be so suitable to a road-legal car, but since the single-cylinder used in the XT660 is more targetted to low-end torque it seems suitable for an Elio-sized vehicle. Also, many Japanese microcars are fitted with 660cc engines.
