A simple spoiler at the end of the tail would bring the effective shape closer to the template.

I think it's as simple as: no wheel-to-arch gap (ie. a rear fender skirt) is better than a small gap.

In the video I took, the difference in flow on the side of the tail with the fender skirt on is clear as day. I was a little surprised too.
