Anyone else would just clone an older existing motor that is known to work well or contract to some company that has a proven design or reproduce that motor under license.
Clearly they do no have the funds to build the motor from the ground up, since it has been the excuse for the last year or 2.

They get the engine sorted then are held up because they decided they need to manufacture their own tires?
