How can they not even have the engine sorted at this point, well we know how.
No sense to build a new engine the same as any old ones, but it does give you excuses for not producing the car.
Should be a new-tech rotary, or at least a direct injected two stroke.

The guy in the video works for IAV, who designed the engine. And yes, the Elio is intended to have A/C.

If you are thinking what I am thinking then yes, they are waiting for that government check to come in or for someone to offer a ridiculous sum of money to buy their company. They will spend every last cent of the 100,000,000 million plus dollars on some more market research and some more regular research and development (aka hiding it), reach the only logical conclusion (that it is not feasible or there is no market). Then file for bankruptcy like everyone else that had a big idea to fund and took a huge pile of cash from the government.

Building a new motor is a lot like building a new building. Private homes sometimes take over a year but a bank goes in in a matter of weeks! I guess it just depends on how much money they are willing to throw at it.

Anyone else would just clone an older existing motor that is known to work well or contract to some company that has a proven design or reproduce that motor under license.
Clearly they do no have the funds to build the motor from the ground up, since it has been the excuse for the last year or 2.
What will be next?
They get the engine sorted then are held up because they decided they need to manufacture their own tires?

We'll they've made headway on helmet legislation which is a good thing for any potential manufacturer's of 3 wheelers and autocycles.
