You would need a camera capable of full manual control to set the shutter speed, aperture, and ISO. Otherwise the camera will adjust those settings based on light conditions and you won't be able to compare brightness from one photo to the next.
If you don't have a full manual camera, just take a picture of 1 LED bulb and 1 stock bulb at the same time. That will at least show the relative brightness.
