#1 mod is tire pressure. Its free, so pump it up to what you're comfortable with. Most guys go with max sidewall.

#2 mod is almost always a grill block. Faster warm up plus better aero is a win win.

Instrumentation gives you instant feedback, so you know instantly whether what you're doing is good or bad for economy. I don't think a 94 Corolla is OBD2, so you would need an MPGuino. There's a subsection under the Instrumentation section of the forum for that.
