In their Mileage Motor series (and I'm surprised I haven't been banned for referencing the article so often), HotVWs Magazine reported a pretty strong increase in fuel economy when the tested a similar device vs. the same engine without it. They also reported certain qualitative effects, which I disregarded.
HVW's testing methods aren't the best but I've seen worse.
