Not necessarily. I've bought and sold vehicles on Craigslist, with no problem. You just make sure they're local, see them in person, and get/pay cash or bank check with title in hand.
There really aren't that many real-life situations where you couldn't either sell the car before moving, or have a friend/family member do it for you. So yes, definitely smells like a scam. And the "free shipping" is another clue: free shipping for a $1500 car? Get real.
