I think it's engineered for optimal efficiency, capitalizing on the strengths and weaknesses of EV and ICE propulsion systems. As seen above, EV mode is more suited for stop-and-go urban environments while I would imagine the motive powerplants are reversed (Metro in front, EV unit in rear) for highway/long distance high-speed cruising.
