Here is a recent innovation for cycling.
The rider wears a 'pregnant' jersey which directs the air below the torso,below the crotch,and through the legs below the seat for a cleaner extraction.

The leg fairings are already out there

The upper arms could be similarly streamlined,as well as a turtledeck fairing sewn onto the jersey's back.
