I have to look at suspension travel. If there is enough clearance I could place the pivot point almost at the middle of the tire up inside the fender, and use a similar roller system to push the fairing out fore or aft of center as needed. Install a small cylinder fore and aft in a closed hydraulic loop to make a three point suspension on the fairing, with some sort of detent to keep it centered at high speed.
