I took a long hard look again at aerocivic-type front doors on the beetle. Where the civic tires are well inside the fender the beetle tire is right out there, requiring a whole lot more complexity. It would have to look like the Audi RSQ concept used for the movie "I, Robot".

Ahh, to dream.

It's possible, that the roller assembly protrude beyond the face of the skirts, and then be enclosed within their own blister fairings.
Kinda like the Summers Brothers did with their Goldenrod

I have to bump it out to keep the door closed at those awkward relatively high speeds that tend to rip flappy things right off.
I contemplated a pivoting fairing with a top bearing, that turned with the tire. Think of about half a tuna can with a slice off it to allow for the road.

This CIVIS bus has spats, much like the inner fender on Ford's Probe-IV,which move with the wheel. They'd sure help.

I have to look at suspension travel. If there is enough clearance I could place the pivot point almost at the middle of the tire up inside the fender, and use a similar roller system to push the fairing out fore or aft of center as needed. Install a small cylinder fore and aft in a closed hydraulic loop to make a three point suspension on the fairing, with some sort of detent to keep it centered at high speed.

So it would travel with the fender, not with the wheel? A complete cycle fender mounted solid to the brake backing plate, and maybe a bearing on the outer end of the spindle would be less complex.
Instead of the three-point suspension on the fairing, I suggest a four-bar linkage with the top two bars connected in torsion. Sorry for the rough sketch

Thank man. If you look down at the beetle the wheel is so far out there, if I tried to top hinge it like aerocivic it would reach out on each side and make the beetle about 8' wide swinging into a parking space, and be handy for mowing down pedestrians as well
I appreciate all of your sketches, BTW.
I will draw something REALLY rough in the next few days.
