So it would travel with the fender, not with the wheel? A complete cycle fender mounted solid to the brake backing plate, and maybe a bearing on the outer end of the spindle would be less complex.
Instead of the three-point suspension on the fairing, I suggest a four-bar linkage with the top two bars connected in torsion. Sorry for the rough sketch
