You could try a cheap, low key, black lawn edging airdam just two or three inches tall and set back from the bottom of the bumper cover.It won't scrape, and it would still divert air to the sides instead of allowing it to go to the aero-messy underside, while being a bit more stealthy. And nobody will steal it. Look up lawn eding airdam on this site to see possibilities.
