As far as I know the Insight doses not report outside temp to the driver. I will go with Eckys post for the reason the Insight has this external temp sensor, he has much more experience with Insights.
With my limited testing, I was able to get into lean burn easier when this sensor was "seeing" above 80 degrees. Of course you also need the water and intake temps high enough also.
