A regular winter hat and gloves work for me.

Try a swing arm reading lamp and a heat bulb, like for reptile tanks. Even a regular incandescent could do. Yes, it's inefficient for lighting, as such, but spot heating is a lot better than heating the whole house! It's also dual-purpose, light and heat.
We did it for my wife for a couple years, but little kids like destroying things and she... would rather heat the whole house because it's cold where her desk is backed up to the sliding glass doors.
